Ontario Class A facilities with more than one source of value.
Class A facilities represent the strongest opportunities due to meaningful exposure to Global Adjustment (GA) costs, especially when combined with several of the following characteristics:
- a load profile that storage can materially influence;
- expensive interruptions, restarts or production losses;
- planned expansion, electrification or electrical-capacity constraints;
- operating flexibility that supports a practical charging strategy;
- a plausible site and electrical connection path; and
- management interest and the capital capacity to own the project.

The assessment begins with the information that determines how the facility uses electricity and what the business needs the project to accomplish.
Core information
- At least 12 consecutive months of interval electricity data
- Corresponding electricity bills and rate classification
- Confirmation of Class A participation and available Peak Demand Factor (PDF) history
- Facility location and connecting utility or transmitter
- Normal operating schedule, shutdowns and seasonal changes
- Major loads, processes and planned growth
- Critical operations and the consequences of an interruption
Valuable supporting information
- A current Single-Line Diagram (SLD), if available
- Transformer, switchgear and standby-generator ratings
- Utility correspondence or completed connection studies
- Outage history, restart time and estimated interruption cost
- Site plan, available land and access constraints
- Planned electrification, renewable generation or charging loads
- Unusual tariff provisions or demand charges
- The financial criteria used to evaluate capital projects
Do not attach interval data, utility bills or electrical drawings to the initial website form. Following the discovery call—and after a Non-Disclosure Agreement (NDA), if requested—MPSS will provide secure transfer instructions.

For a qualified facility, the complimentary assessment is designed to provide management with a substantive view of the opportunity and a defined recommendation.

- Projected value separated by electricity savings, market revenue, operational benefit, infrastructure value and capital incentives
- Preliminary capital and operating cost based on current project information
- Project economics, including cash flow, payback, Net Present Value (NPV) and Internal Rate of Return (IRR), where supported by the available data
- A range of outcomes showing the effect of material forecast variables
- High-level connection, site, operating and market-participation considerations
- An action list identifying what must be verified during formal project development, including engineering, interconnection, market eligibility, equipment pricing and tax treatment
- A recommendation to advance, revise or stop
MPSS targets approximately two weeks after all required information is received in usable form. Facility complexity, incomplete interval data or unresolved operating questions may affect timing.
The assessment supports the decision to enter formal project development. It is not a sealed engineering design, interconnection approval, tax opinion, market award or construction authorization.

Discovery
MPSS confirms the facility’s objectives, Class A status, approximate demand, operating priorities, data availability and decision-makers.
Secure data review
The host transfers the agreed facility information through a secure method. MPSS validates the data and identifies any material gaps.
Facility analysis
MPSS develops the operating baseline, evaluates the applicable value categories and tests the project against site and operating constraints.
Management review
MPSS presents the findings, explains the variables that materially affect the result and recommends whether to advance, revise or stop.
MPSS does not charge for the assessment offered to qualified early projects. Formal project development begins only under a separate engagement authorized by the host.

Is the facility assessment really complimentary?
MPSS is currently offering the facility-specific assessment at no cost to a limited number of qualified Ontario Class A hosts. There is no obligation to proceed into project development.
Does the facility need to be a Class A customer?
MPSS’s current assessment program is focused on facilities already participating in the Industrial Conservation Initiative as Class A customers. A BESS does not make a facility Class A; eligibility is determined under Ontario’s electricity rules.
How is facility information protected?
Facility information is treated as confidential and used only for the agreed assessment and project-development work. MPSS can put a Non-Disclosure Agreement in place before detailed files are transferred.
What if some information is unavailable?
Contact MPSS before delaying the conversation. The discovery call will identify what is essential for the assessment, what can be obtained from other sources and what can wait until formal development.
What happens if the opportunity is not strong enough?
MPSS will recommend that the project be revised, deferred or stopped. Avoiding unnecessary engineering, study and procurement costs is a valuable outcome when the facility or timing does not support the investment.
What happens after a positive assessment?
The host decides whether to authorize formal project development. If authorized, MPSS establishes the broader development plan and the host retains the licensed engineering and other professional services required for the project.
